Section 12.04.360 Specifications.

    No sidewalks or curb shall hereafter be constructed within the corporate limits of this city, except in accordance with the following specifications:
    A.    Grade. Grade for location of all sidewalks and curbs must be obtained from the director of public works or other authorized person before any work whatever shall be commenced toward the construction thereof.
    B.    Fills and Excavations. All fills and excavations necessary to bring subgrade to proper grade and line shall be made by the contractor. The top of all fills shall extend beyond the walk on each side at least two feet and the sides have a slope of one and one-half to one provided, however, that combined sidewalks and curbs shall have only one side extended beyond the sidewalk line and this on the side opposite the curb.
    C.    Foundation.
    1.    After the grade stakes have been set by the director of public works or other authorized person, the earth shall be excavated below the surface of the proposed finished walk, and if there is any rubbish, soil, manure or other soft material below this point, it shall be removed and the place from which it has been taken shall be filled with good solid earth or gravel which shall be thoroughly dampened and rammed.
    2.    After the excavation has been made there shall be placed thereon a bed of composed gravel that will pass through a three inch mesh and no brickbats, broken plaster, or other materials of any kind shall be mixed with such gravel or placed in such excavation.
    3.    The bed shall be five inches in thickness and shall be thoroughly dampened and rammed.
    4.    No concrete or mortar shall be laid or deposited when temperatures at any time during the day or night fall below thirty-five (35) degrees Fahrenheit.
    D.    Care of Base. Workmen must not be permitted to walk on freshly laid concrete, and such base must be kept reasonably clean from dust, dirt or other foreign substances.
    E.    Protection. During the time of construction and until sidewalks are open to traffic, they must be kept continuously closed with proper fencing or barricades of sufficient height and construction as to prevent persons from walking thereon or crossing the same.
    F.    Concrete. Concrete shall be able to pass a two thousand (2,000) psi compression test on twenty-eight (28) days cure.
    G.    Top Coat. The top coat shall have a broom finish.
    H.    Expansion Joints.
    1.    A parting strip one-half inch thick, shall be placed at least once in every fifty (50) feet of sidewalk, and may be removed after the sidewalk is completely finished and the space filled with sand or other suitable material.
    2.    Such parting strip must be used where new sidewalks abut older cement or stone walks or curbing.
    3.    All concrete must be laid evenly and tamped until water flushes to the top, and all concrete must be deposited before it shows a tendency to set.
    I.    Inspection. All work must be inspected by the director of public works or other authorized person, and all work must be done to the entire satisfaction of the director of public works or other authorized person.
    J.    Curbs. All curbs shall be six inches in width by eighteen (18) inches in height, and shall be composed of the same materials as sidewalks, except that the face material shall be put on just damp enough to tamp solidly and leave a perfectly smooth face on the outside and top and shall be rounded with a corner tool.
