Section 12.04.380 Railings, gates, guards.

All such entrances shall be provided with substantial metallic railings, also with gates where required by the director of public works or other authorized person, thoroughly guarding such openings against accidents to the public; and in no case shall such railings be provided with spikes or permanent angular or other projections.
