Section 13.08.050 Payment of water use and base rate charges.
A. Payment of the water use and base rate charges shall be the obligation of
the owner of the lot
or parcel of real estate served.
B. Billing Procedures.
1. The department shall bill monthly the owner of the property to the owner of
the property or
his/her declared agent.
2. If the bill is not paid within thirty (30) days, the arrears shall be shown
on the next billing;
and
3. The department shall notify the owner by letter that the account is thirty
(30) days past due
and that water service will be terminated if the water bill becomes sixty (60) days past due.
4. If the account is still delinquent at the end of sixty (60) days, a letter
of termination shall be
personally delivered to the owner and left posted in a conspicuous place on the property. The
letter will state that service will be terminated forty-eight (48) hours after the shut off notice is
posted at the premises, excluding weekends and holidays unless the full amount of the bill has
been paid or a written agreement is entered into, which agreement shall be at the discretion of the
