Section 13.08.070 Billing errors.

If an over-collection error has occurred, the department must go back in time as far as is necessary to correct the erroneous billing. If an under-collection error has occurred, the department shall go back to the date of the service application of the current owner or where applicable to the date of the most recent meter test.
