Section 13.16.020 Determining the total annual cost of operations and maintenance.
The city shall determine the total cost of improvements to, and operation and maintenance of, the
pubic sewer system. The total cost shall include, but need not be limited to, labor, repairs,
equipment replacement, maintenance, necessary modifications, power, sampling, laboratory tests
