Section 16.12.010 Preliminary plat submittal.

    A.    The subdivider shall submit for review and approval a preliminary plat of the proposed subdivision which conforms to the requirements of these regulations, unless exempted under Section 16.16.090(B), Minor subdivisions. The preliminary plat shall be prepared in form and with contents and supplements as required by city subdivision forms and regulations, and conform to the design and improvement standards set forth in Chapter 16.32.
    B.    The subdivider shall submit the following application information to the director of community development:
    1.    A completed copy of the preliminary plat application form, or the DHES/local government joint application form;
    2.    Environmental assessment, unless exempt;
    3.    The required review fee as stated in the fee schedule; and
    4.    Fifteen (15) copies of the preliminary plat and plat supplements.
    C.    Review by public agencies or utilities shall not delay the city council's action on the preliminary plat beyond the sixty (60) day review period. Any review comments shall be made available to the subdivider and to the general public upon request.
    D.    The application materials and fee shall be submitted to the director of community development thirty (30) days prior to a regular meeting of the planning board. The planning board will review the information to determine whether or not the application is complete. If the application is complete, the director of community development will publish a notice of a public hearing to review the application at the next regular meeting, in accordance with Sections 16.12.020 and 16.12.030. The sixty (60) day review period shall commence on the date that the planning board accepts the application as complete.
    E.    If the planning board determines that the subdivision application is incomplete, the subdivider shall be notified of the deficiencies at least five days prior to the planning board public hearing. The subdivider may then correct the deficiencies and present the application to the planning board. If the application is complete, the procedure specified above shall be followed.
