Section 16.12.020 Public hearing.
After accepting a preliminary plat application as complete,
the planning board shall hold a
public hearing on the preliminary plat. When a proposed subdivision is proposed to be annexed
to a municipality, the planning board and city council shall hold joint hearings on the preliminary
plat and annexation. Notice of the time and date of the hearing shall be given by publication in a
newspaper of general circulation in the city not less than fifteen (15) days prior to the date of the
hearing. The subdivider, each property owner of record, and each purchaser under contract for
deed of property immediately adjoining the land included in the plat shall be notified of the
hearing by mail not less than fifteen (15) days prior to the date of the hearing. The planning
board and city council may require the posting of the notice of the hearing at conspicuous places
