Section 16.12.050 Preliminary plat approval period.
A. Upon approving or conditionally
approving a preliminary plat, the city council shall
provide the subdivider with a dated and signed statement of approval. This approval shall be in
force for not more than three calendar years or less than one calendar year. At the end of this
period the city council may, at the request of the subdivider, extend its approval for a period of
not more than one year except that the govering body may extend its approval for a period of
more than one year if that approval period is included as a specific condition of a written
subdivision improvements agreement between the city council and the subdivider.
B. After the preliminary plat is approved,
the city council may not impose any additional
conditions as a prerequisite to final plat approval, providing said approval is obtained within the
original or extended approval period as provided above.

Overview: Preliminary Plat Review Process
1. Initial Contact with Director of Community Development.
Applicant obtains guidelines,
forms, and regulation.
2. Pre-Application Conference. Applicant
discusses proposal and sketch plan with
subdivision administrator. Potential problem areas are identified and regulations are highlighted.
3. Submittal of Formal Application.
To the director of community development twenty-one
(21) work days prior to a regular meeting of the planning board. If the planning board determines
that the application is complete, the planning board, at its meeting, shall authorize publication of
notice of a public hearing to be held at its next regular meeting. The sixty (60) day review period
begins on the date that the planning board determines the application to be complete.
4. Notification. Fifteen (15) days
prior to public hearing, notice of hearing published and
letters mailed to adjacent property owners and subdividers.
5. On-Site Investigation and Administrative
Review. By director of community
development.
6. Planning Board. Public hearing
conducted and subdivision reviewed and
recommendation to city council is provided.
7. Approval. City council action to
approve, conditionally approve or disapprove plat must
be completed within the sixty (60) day time limit and submitted in writing. (Ord. 152 (part),
