Section 17.104.060 Signs permitted in all districts without a permit.

    The following signs are permitted in all zoning districts and do not require a permit:
    A.    Signs advertising the sale, lease or rental of the premises upon which the sign is located, and which do not exceed twelve (12) square feet in area, except in all residential districts where the area of the sign shall not be more than six square feet.
    B.    Signs bearing only property numbers, post box numbers, names of occupants of premises, or other identification of premises not having commercial connotations.
    C.    Flags and insignia of any government except when displayed in connection with commercial promotion.
    D.    Legal notices, identification, information or directional signs erected or required by governmental bodies.
    E.    Integral decorative or architectural features of buildings, except letters, trademarks, moving parts or moving lights.
    F.    Signs directing and guiding traffic and parking on private property, but bearing no advertising matter.
    G.    Bulletin boards for churches, schools or other public, religious or educational institution provided the sign is located a minimum of ten feet from the established right-of-way line of any street, alley or highway and does not obstruct traffic visibility at street, alley or highway intersections.
    H.    Political or campaign signs erected temporarily no sooner than seventy-five (75) days before any election and removed no later than fifteen (15) days following the election.
    I.    No exempt sign shall cause unsafe ingress or egress or otherwise create traffic visibility problems.
    J.    Neither shall it be in any way unsafe.
    K.    Historical markers with approval of the mayor.
    L.    Temporary Window Signs. Temporary window signs may be displayed without a permit in ground level windows only, and may include but are not limited to: public notices concerning off-premises special events or public meetings, announcements of on-premises hours of operation, special events and announcements of sales or specials. Temporary window signs may not be attached or affixed in any manner to the exterior surface of the window. Temporary window signs must be removed on the day following the event as advertised, and at no time shall temporary signs cover more than twenty-five (25) percent of the window area.
