Section 2.04.080 Rules of proceedings.
The council may determine the rules of its proceedings, punish
its members for improper
conduct, and expel any member for the same by a two-thirds vote of the members elected, and
must cause to be kept a journal of the proceedings, which must be open to inspection. (Ord. 131
