Section 2.04.110 Mayor or president of council.
A. The mayor, or in the mayor's absence,
the president of the council, shall preserve order
and decorum and shall decide all questions of order, subject to an appeal to the council.
B. Every member, previous to speaking,
shall address the mayor, or president, but shall not
proceed until recognized and named by the presiding officer.
C. When two or more members address
the presiding officer, the presiding officer shall
