Section 2.20.010 Duties.

    The position of city finance officer and the city finance department are created to replace the city treasurer position. The city finance officer shall assume all duties of the treasurer and may be referred to as the city treasurer. It shall be the duty of the city finance officer to:
    A.    Receive all moneys that come to the city, either from taxation or otherwise, and to pay the same out of the warrant of the city, drawn in accordance with law, countersigned by the mayor, administrative assistant, the chief financial officer, or other co-signor designated by the mayor, with the approval of the council;
    B.    Perform such other duties in the collection of taxes, licenses or assessments, including duties of the treasurer, as are or may be prescribed by law or ordinances;
    C.    Present on the first Tuesday in each month to the council a full and detailed cash report of the amounts of money belonging to the city, received and disbursed;
    D.    Assist the mayor to prepare the budget, comply with the Municipal Budget Law (or any lawfully adopted alternative accounting method), keep a separate account of each fund or appropriation, and the debits and credits thereof, and keep the books and accounts of the city in such manner as to correctly present the condition of the finances thereof, which must always be open to the inspection of the mayor, council or any member thereof;
    E.    Give every person paying money to the finance officer, or his/her designated agent, a receipt therefor specifying the date of payment, the amount, and for what paid;
    F.    Render at any time an account to the council, showing the money on hand and the condition of the treasury;
    G.    Keep a registry of all warrants;
    H.    Annually make out and submit to the city council at the last regular meeting prior to May 1st a detailed account of all receipts and expenditures during the past nine months of the fiscal year and file the same with the clerk;
    I.    Pay out, in the order which they are registered, all warrants presented for payment, when there are funds in the treasurer to pay the same;
    J.    Deposit all public moneys the finance officer's possession and control, excepting such as may be required for current business, in any solvent bank or banks located in such city, subject to national supervision or state examination, as the council shall designate, and no other, and the sum so deposited shall bear interest at the highest and best rate available;
    K.    Administer, coordinate, supervise and control all financial accounting, data processing, billing and bookkeeping, payroll, grants, special projects that require large amounts of capital funding, investments, and the investment program, including providing a detailed quarterly report to the council regarding all investments; and
    L.    Properly supervise all accounting clerks and other personnel employed to work in the city finance department. (Ord. 183 (part), 2001: Ord. 131 (part), 1998: prior code § 2.07.010)
