Section 3.08.010 Establishment of capital improvement program.
A. There is established by the city
a capital improvement program and its aim will be
administered and governed in accordance with the statutes of the state of Montana.
B. The capital program shall include
a plan and schedule for providing capital expenditures
over a period of time. Each fund shall have a plan which specifies the needed capital item,
approximate costs, expected revenue sources, and schedule for construction or purchase. The
plan(s) allow for the establishment of a major, high cost, nonrecurring project, having a life of
two or more years, and which cannot be funded out of one year's operating budget.
C. A separate capital project fund
will be established for each project or each department.
Exception to the above is the enterprise funds, which by law must keep their capital project
money in that fund. Therefore, a separate account within that specific fund shall list those
expenditures/revenues. (Ord. 110, 1996: prior code § 3.03.010)
