Section 5.12.020 License required--Fee.
Every bill poster or other person or persons before distributing,
posting or painting any
advertisement of any kind or nature whatever, within the limits of the city shall pay to the city
treasurer a license fee of ten dollars ($10.00) per quarter, provided that nothing herein contained
shall prevent merchants or others, or their employees, from advertising upon or within the
building, or other place occupied by him or them, or persons posting or painting advertisements
for or under the instructions of a licensed bill poster. (Ord. 131 (part), 1998: prior code §
