Section 5.12.030 Unlawful acts.

    A.    It is unlawful for any person or persons to destroy, tear, mutilate, cover over or otherwise deface or injure any bill or poster, posted in such place as may be permitted and in accordance with the requirements of this chapter. It is unlawful for any person, firm or corporation to scatter, or cause to be scattered, thrown, placed, distributed or delivered any bills, dodgers or other advertising matter upon the streets of the city. Provided that newspapers and periodicals shall not be considered as included within the provisions hereof.
    B.    It is unlawful for any person, firm or corporation to post or cause to be posted any bills, dodgers or other advertising matter upon any pole, tree, billboard, building or other place within the city by means of tacks or in any other manner than securely fastening the same with paste or other adhesive within the city.
