Section 6.08.010 License registration.

    It is unlawful for any person to keep, maintain or harbor in the city any dog over five months of age, unless the dog is fully registered and licensed as provided in this chapter.
    A.    A license and collar tag shall be issued by the city administration, or by a duly appointed license agent to the owner of a dog upon proof that the animal has been vaccinated and upon payment of an annual license fee.
    B.    Application for an animal license shall be made on a city supplied form. The owner of the animal is required to supply all information requested on the application form.
    C.    The license shall be valid for a period of one year and all licenses shall expire on the thirty-first (31st) day of December of each year.
    D.    Licenses for dogs moving into the city shall be purchased within sixty (60) days after the dog moves into the city before being in violation of this chapter.
    License fees shall be as follows:

    1.    Altered (spayed or neutered)    $ 6.00
    2.    Unaltered    15.00
    3.    Replacement tag    1.00
    4.    Senior citizen unaltered    7.50
    5.    Senior citizen altered    3.00

    E.    The provisions of this section shall not apply to nonresidents having dogs under leash within the city for a period less than fifteen (15) days or to any animals brought into the city for exhibition.
    F.    Licenses for "assist" dogs shall be furnished without charge upon proof of vaccination. "Assist dog" means a dog that has been or is being trained as a guide dog, hearing dog, or service dog. "Assist dog" is further defined as follows: (1) "Guide dog" means a dog that has been or is being specially trained to aid a particular blind or visually impaired person; (2) "Hearing dog" means a dog that has been or is being specially trained to aid a particular deaf or hearing impaired person; (3) "Service dog" means a dog that has been or is being specially trained to aid a particular physically disabled person with a physical disability other than sight or hearing impairment.
    G.    Licenses shall not be issued to any person under the age of eighteen (18) years unless a parent or guardian signs the application as co-owner.
