Section 9.20.060 Stagnant waters, refuse in buildings.
It is unlawful for any person, firm or corporation to place
or cause to be placed or permit to
be placed, on any premises owned, occupied or controlled by him, her or it, within the limits of
this city, any refuse, garbage, filth or substance of any kind, or stagnant waters, which may cause
or create any offensive smell or odor, public nuisance, or endanger the public health and welfare
