Section 9.20.090 Gratings, trap doors left open.

No person or occupant of any premises within the city shall leave open any trap door or grating, upon or so close to any sidewalk that passersby may be liable to fall therein and whenever, for any cause, purpose of building, or repair, it may be necessary to excavate any portion of any sidewalk, permission therefor shall first be had of the chief of police, and ample security shall be made at all times against any accident by reason of the same.
